Step 1:

Let’s start out by creating a new file. I used a 800×600 pixels canvas set at 72dpi, and I filled my background with a black color. Now save the stock photo below and insert it into your canvas on the center.

Step 2:

Apply a motion blur effect on the stock photo layer. Go to Filter > Blur > Motion Blur and apply the settings below.

Step 3:

Duplicate the motion blur design layer and set the layers blending mode to Soft Light.

Step 4:

Duplicate the layer from step three with soft light blending mode twice.

Step 5:

Now add a clouds stock photo covering your canvas. Then set the clouds stock photo layer’s blending mode to Hard Light.

Step 6:

Now add an Ice stock photo on the bottom left end of your canvas. Then set the clouds stock photo layer’s blending mode to Soft Light at 64%.

Step 7:

Duplicate your ice stock layer and erase the edges so it blends with the background design.

Step 8:

Add a marquee selection around your canvas and go to Edit > Copy Merged. Then go back to Edit > Paste. You should now have a new layer with all your design, turn the design into black and white by going to Image > Adjustments > Desaturate.

Step 9:

Now go to Image > Adjustments > Invert.

Step 10:

Add colors through Image > Adjustments > Color Balance and add the settings below.
